This excerpt from A.L. Hull's Annals of Athens describes some of the laws and regulations which impacted both freed and enslaved people of color. Hull concludes, "These were not harsh laws. They were necessary police regulations, and were necessary for the good of the negro himself, as well as for the good order of the community."
